Issue #33144: Z-Fighting within Arena Gate Mesh
The mesh 'chorrolarenagate01.nif' found in 'meshes\architecture\arena', that is used for the entrance to the Imperial City arena (reference FormID 0003787D, base static FormID 001857A1) contains several instances of internal z-fighting/flickering.
It's a huge mesh that has flickering in several places. The most visible place for the player is probably along a seam in the middle of the metal bar along the bottom of the large door right behind the arena reward chest. There's also a flickering spot farther up the door, where it meets the next bar up, and some huge seams where the horizontal metal beams cross with each other overhead, along both the top and bottom sides. Thankfully at least the spots on the beams are usually far enough away to not be noticeable. Attached are a couple of screenshots that show the most noticeable spot.
