Issue #33593: Vendor at Stroud-Eklund shipyard: wrong greeting

 
Upon speaking to the vendor, he greets you with "Nice to meet you again", even if you've never been there before.

I can no longer reproduce this on my current playthrough, so I suppose that Bethesda fixed it.
