Issue #33621: Followers react inappropriately when mining ores with the cutter within outpost areas

 
I had Sarah with me when that happened, and she commented "What's wrong with you ?", "Are you realizing how irresponsibly you're acting ?", etc.
Apparently, those lines are intended to be spoken when the player uses a weapon in a non-hostile location. The cutter is a weapon too, but the game should check nonetheless for the player just mining some ores.

Addendum: This also happens during the quest Red Tape Blues, where you have to mine iron ore in Cydonia.
