Issue #33623: Fishing Job can target Dryston while disabled

 
The title says it all, really. The Fishing Job targeted Dryston, but when I got to Weylin's room where the quest marker was pointing, it was pointing to empty space. The Forsworn Conspiracy is in my quest list, but still at the "Go to the Shrine of Talos" stage.

TGRGF is already set up to reject disabled actors in the setup stages. The fact that he got disabled later isn't something that can be easily accounted for without extensive edits. In a case like this it will have to suffice to either wait for him to be re-enabled or go back to Delvin and ask for another mark. My guess is that's partly why the failsafe for these jobs was written in.
