Issue #33633: Competing planet scan quests

 
There can be up to two planet scan quests active at the same time: one is obtained from the generic mission terminals; the other can only be obtained from the mission terminal at The Lodge (that one is displayed with a Constellation logo in the quest log). I now have a situation where both terminals gave me quests for the same planet to scan.

I'll have to do the work only once now, for twice the credits and XP. These quests should probably reserve their planet aliases.

I can confirm that at least the Lodge terminal does go blank if all 1696 planets are surveyed, so at least that part works. I haven't checked all of the others as I am not sure exactly how many will have planet surveys but, hopefully, they'll cease to exist as well.
