Issue #33662: BE_FAB03 quest has an incorrectly factioned hijacker captain and killing them will be "murder"

 
The summary of quest events is such: Player starship encounters a cargo ship where the captain issues a distress call, and then is cut off by someone else on the comm trying to pretend everything's okay. As the conversation goes on, they're less and less convincing, and you can hear other crew trying to get systems online. Eventually, a space battle ensues.

If you successfully board the ship and kill the hijacking spacer captain, they are apparently improperly flagged as Freestar faction, and you will incur a Freestar bounty and any companions not okay with "murder" will be angry.

Quest name is BE_FAB03 and has the formID 8E9BD.
