Issue #33813: Items losing ability

 
After completing the forsworn conspiracy, when i got back my items, i lost my shield charge ability, i do remember that has been an issue for a long time, and to still see it not been fix.. even with the USSEP installed its kinda saddening.
I've gave it high on severity, because it's been... a issues for a long time, and it's an ability that you've spent hours working on getting.. to then lose it.
