Issue #33814: EncMinutemen06 [NPC_:001BF0BF] has Strength "Strength" [AVIF:000002C2] of 80

 
While patching, I noticed EncMinutemen06 [NPC_:001BF0BF] has a Strength "Strength" [AVIF:000002C2] property of 80. SPECIAL stats should be 0 to 10. I think in this case it should be 0, as none of the other EncMinutemen records change Strength. Perception should probably be 5 instead of 4 to match EncMinutemen05 and EncMinutemen07, but that's not nearly as egregious as the Strength value.

EncMinutemen06 is a fully templated actor. For stats, it uses EncRaider06 to derive that data. The game will ignore whatever is in the data for the Actor Value Report for EncMinutemen06 and substitute what it's getting from EncRaider06.

As for the specific values, we have no reason to think these are out of line in any way so they're out of scope for us to change.
