Issue #33851: Bloodied legendary effect has condition errors
ModLegendaryWeaponsDamageInverseHealthPerk incorrectly uses "greater than or equal to" conditions in conjunction with "less than or equal to" conditions, potentially resulting in "double dipping" if the player's health is exactly at the thresholds. In addition, it has a misplaced decimal point for an effect that was meant to trigger between 50% and 55% health, rendering it ineffective.
