Issue #33875: Children of Balgruuf and Laila shouldn't go into exile
In the Blue Palace, you can ask Balgruuf why his children are not with him, and he will give the following reply:
"If the gods are merciful, they've found a safe place to hide in the city. I hope Vignar doesn't find them. He'll ask a king's ransom, I'm sure". And it doesn't make sense for Saerlund to go into exile because he is a staunch Empire supporter. The Prima guide directly adresses it, saying that "should Laila ever become exiled due to the Empire gaining control of Riften, Saerlund will remain behind and live in the Keep in defiance of his mother's beliefs". The situation with Harrald is unclear, but according to the guide he is largely indifferent to events of the Civil War and supports the Stormcloaks only because his mother does. Thus, I would suggest to keep them in place while removing their inappropriate dialogue. |
Upon closer consideration, Harrald's exile seems completely justified. Despite being described as a largely apolitical in the Prima guide, in the final game he appears to be a fervent Stormcloak supporter (perhaps even more fanatical one than his mother). In addition, Harrald also explicitly mentions the threat of being exiled in case of Imperial victory. About Balgruuf's children I'm not so sure anymore since you've wrote that them staying in the Dragonsreach was related to the cut content. However, my opinion regarding Saerlund remains the same (+he is said to have been disinherited by Laila and that's a good reason to remove him from Stormcloak governmental factions).

These exile setups are intentional and not something we'd consider fixing any further than they already have been.
