Issue #33877: Dialogue "Why are you begging?" (03003D77) with Lucia doesn't appear until you reload the game

The bugged dialogue is [INFO:03003EA6] ('It's... it's what Brenuin said I should do. He's the only one that's been nice to me since... since Mama...' in GRUP Topic Children of BYOHRelationshipAdoptableUrchins_LuciaNameTopic "Why are you begging?" [DIAL:03003D77]). It's supposed to appear when your relationship rank with Lucia gets increased to 1, which happens after you give a coin to her. BUT if you start a new game, fast travel to Whiterun and give her a coin in the same game session, this dialogue doesn't appear. However, it appears after you save and reload the game. If you remove the condition on the relationship rank the dialogue is still missing. The bug itself is quite minor, but it confuses users who start owning Breezehome via an alternate start mod and want to adopt Lucia right away, in which case the bug also happens.

This is one we'll need to bring up with Bethesda as it's related to the following: https://www.afkmods.com/index.php?/topic/5781-sse-dialogue-bugs-strike-back/

tl;dr: It's an issue with their SEQ file not working properly. Not an issue we can address ourselves.
