Issue #33886: Harrald's relationship towards the player doesn't increase after FreeformRiften16

 
Harrald's relationship rank towards the player doesn't increase after you deliver his sword to Balimund (FreeformRiften16). Maybe this is deliberate for some specific reason, but usually these types of quests will increase their opinion of you after completing them.
