Issue #33888: Treasure hunter scene

 
There's a unique quest scene with treasure hunters (000d1241, 000d1244) in cells POIFallForest12 and POIFallForest12b. From everything I can tell, they never respawn when opening the treasure chest on the island after the first time. I have no idea whether this was intended to reset or not, but all of the items and containers in the camp do.

It seems like either the treasure hunters need to be respawning when the chest is opened after the initial time, or all items and containers in the cells need to be flagged to never reset (by making them part of a NoResetZone).

The references for the containers and items are listed below, if that ends up being the proper way to address this.

A final note: This seems similar to a previous issue (Issue #17237) with a necromancer/chicken quest scene in cell POIFallForest24. In that case, it was determined that the scene was never intended to reset.

On second thought, it would probably be better to just remove the respawn flags on the listed references, if this solution would by chance be acceptable.
