Issue #33890: WIThief01: Locations limited to Riften and Riverwood

 
This report is probably a stretch in terms of being something that the patch would change, so sorry ahead of time if that's the case.

It has always seemed odd to me that I've only ever seen the world interaction quest (WIThief01) occur in two locations in the game: Riften and Riverwood. I was looking though the Creation Kit and it appears as though one of the quest aliases (Location Ref Type) is conditioned to look for a LockPickMarker. If I was to guess the markers are probably where the thief initially spawns, or something along those lines. As I suspected, there are only two of them in the entire game, and they're located in Riften and Riverwood. What made me think that this was possibly a mistake is the fact that another one of the aliases (Location) is conditioned to look for a keyword called LocTypeHabitation. It appears that this keyword is used by every (or almost every) city or town in the game. I don't see why this world interaction wouldn't have been set up to occur in other locations, especially since the Thieves Guild's influence eventually spreads to the other eight hold capitals. But maybe there's an explanation to why the developers only chose the two locations.

This would be something better suited to a separate mod. Bethesda not placing lockpick markers isn't a bug and they may very well have left them out for a reason.
