Issue #33953: Skill book respawns in POITundra21 cell

 
There's a special scene with a warlock in the POITundra21 cell. The warlock is specifically set to not respawn. None of the items in the cell are set to respawn either, with the exception of a skill book (0010dd98). The respawn flag should probably be removed from the book, unless someone can think of a good reason why the developers would have allowed it to do so.
