Issue #33959: Two AI markers are placed under the Solitude marketplace

 
While investigating why I keep getting dying NPCs in my own mods despite the failsafe trigger box (I probably just had to expand it a bit), I noticed that two WallLeanMarkers are actually placed under the marketplace mesh. I don't know whether that could have caused the issue of dying NPCs in the past, but they certainly shouldn't be there. The two references are 00055884 and 00085374, respectively. Whatever you do to the markers should be forwarded to Open Cities.

Oh yeah those shouldn't be there, they should either be moved or disabled.
Attached fix disables them since I can't see a good place to put them.
Needs to be forwarded to OCS too

Gonna take this one into the 4.3.1 release since it's a pretty big problem for NPCs to die and I'd rather not have this one sitting for eons until 4.3.2.

Rather than deleting them though, I've dragged them up onto the terrain at the site of Rogviir's execution since raising them up from below put them both in that general area.
