Issue #33962: WERoad02 - Imperial bodyguard has city guard crime dialogue

 
An Imperial soldier bodyguard involved in a world encounter (WERoad02) has crime dialogue available like a city guard. This occurs in the case that you happen to have a bounty in the current hold.

I don't know for certain that this is a mistake in the game, but it can cause some minor problems with the way the encounter plays out depending on your choice when he confronts you about the bounty. As far as I can recall there aren't any other WE quests involving military solider where this can happen. It's possible that the encounter with the guard escorting the Carvain couple can also do this, but I would have check on that.

Yeah, there aren't any other world encounters with an Imperial (or Stormcloak) solider that have that dialogue. The WE with the Imperial guard and the Carvains can't arrest you.
