Issue #33997: Hole in Dragonsreach Wall

 
The current USSEP (4.3.1) moves a reference WRIntCastleWallStrTrans512 (00030038) and leaves a visible hole in the wall.

Confirmed, seems it was accidentally lowered while moving it forward.

00030038 has also been displaced in a similar manner. I didn't see this report before investigating it. Turns out that at some point the scale on the object was also altered but doesn't need to be, which results in the X/Y adjustments only needing to be moved by a single unit on each one.
