Issue #34018: DL1VQ00 [0000D058]: Map marker added multiple times by hello topic

"They say that vampires attacked the Hall of the Vigilant. Burned it to the ground! Never heard of vampires doing anything like that before."

When this hello topic is triggered, it adds the Hall of the Vigilant to your map. The problem is that the game will add the map marker again after it has already been added. The hello topic has triggered multiple times in my game, so the notification about the marker being added to your map will continue to occur, as long as you haven't progressed far enough into the DLC questline.

Not sure if matters, but I'm currently at stage 10 in the "Dawngaurd" quest (DLC1VQ01MiscObjective). It looks like the hello topic is conditioned to play up until you complete stage 200 in DLC1VQ02. From looking in the game data stage 180 and 190 also complete the quest. I'm not sure what stage 200 does since there are only two outcomes: Joining Harkon's court and becoming a vampire lord (stage 180) or refusing and returning to Isran (stage 190).
