Issue #34047: Wrong NiAlphaProperties on some Solitude buidings meshes

Blocks containing shutters and windows alcoves have an incorrect NiAlphaProperty flag causing them to have a faint blue glow at night. The flag had to be changed from 4333 to 4844.
Previous modifications from USSEP were preserved.
