This seems intentional for the player's starting cell and Valen Dreth's. Not only do the doors open inwards, but they're set further back to avoid clipping with the stonework. If the starter cell's door opened outwards it could potentially push Uriel Septim or his bodyguards back, causing a visual bug or bugging out the pathing, ruining the opening scene. Valen Dreth's cell is opposite the player's so it makes sense it would be a mirror. Also, if you were to lockpick his cell from the outside it would push you back when you open it. On the other hand, when you are imprisoned normally the cells open outwards for the same reason, so that the player doesn't get pushed back when lock picking from the inside and opening them.
There are numerous clipping issues with the other cell doors, both the other ones in this block and the ones of the opposite side of the Bastion, whether they open outwards or inwards. Fixing this would require all the gates to open inwards, but it would also need modifications to the cell meshes themselves because they don't line up with the hall, and the gates serve to cover the gap. This would be doable but it's outside the scope of the patch.
