Issue #34083: Random conversations from npc to npc (Diamond City)

How often does the bug occur? This bug is reproducible and occurs in every new game I play (completely without modifications).

Description: When I start a completely new game and enter “Diamond City” for the first time, the first random dialogs between the settlers (NPCs) of Diamond City appear after a short time. The settlers also go to the merchants and talk random to the merchants about the goods or get advice (it's like in Skyrim at Whiterun at the marketplace, where the NPCs also talk to each other NPC). Now when I leave Diamond City (than save and load) the random dialogs are gone forever.

In over 900+ hours, I have never again heard a random conversation between the settlers or merchants in Diamond City. This is also similar to Skyrim - except that this bug didn't always occur there. But when this bug occurred in Skyrim, there was the “Reset Random Dialogue Scenes” modification that always helped me.

What I noticed: When I shot Takahashi (Protectron of Power Noodles) once and all NPCs became aggressive and then put the weapon away again (and the NPCs became peaceful again and then waited a bit), the random dialogs suddenly started again. The settlers going to the merchants and asked them for advice and tips again. The whole process can also be controlled via the console: You spawn an enemy and when all the settlers become aggressive and then peaceful again, the random dialogs from NPC to NPC are suddenly available again. As soon as I leave Diamond City and go back to Diamond City, the random dialogs are gone again. It is repeatable.
