This is related to the purple butterfly activator near the sewer entrance in Solitude.
The purple moth near the Solitude Sewers entrance could not be disabled by the game's critter script because it had an enable parent.And I just noticed this in the change log for v4.2.7. The CK indicates that the enable parent is still attached to the reference. It would seem that the fix was mistakenly left out when Garth's Unofficial CC Patch content was transferred to USSEP. There are no edits to 06086B09 in USSEP.

The reason this one has an enable parent is because it's tied in with the entrance marker into the Solitude sewers added by Saints & Seducers. The purple moth is only supposed to be active while that dungeon marker is enabled.
Removing the enable parent would mean the moth is always active and will lead to confusion over it being there when it isn't supposed to be.
