Issue #34131: Placed object ownership inconsistencies and a placement issue at Bujold's Retreat

 
Basically everything is owned by 'DLC2ThirskNordFaction' at Bujold's Retreat (DLC2BujoldsRetreatExterior01), however there are some inconsistencies.

0402C0CC, 0402C0CD: Neither of these fish are set as owned. Justification: one of the three fish (0402C0CB) placed in the fish net is owned.

0401862C: (two issues with this wooden plate)
(1) It's placed well below the ground surface. It obviously needs to be placed somewhere above the surface in the camp.
(2) It isn't set as owned; probably missed because it is placed below the surface. Justification: the other two wooden plates (0401862D, 04018650) are owned.

04018637: This wooden ladle isn't marked as owned. If I was the designer, I wouldn't have marked it or any other low value junk/decorative items (ex. buckets, plates, tankards, etc.) as owned, but Bethesda chose to do so for all of them (except two) at this location.

Disregard the supposed ownership issues with the fish. They're already set as owned, but there's an unrelated problem with their base types that needs addressing. A new ticket has been opened for that.
