Issue #34143: Arrested in Gagarin ends up at New Atlantis Prison

 
you should be put into Gagarin jail instead of New Altantis' if get arrested in Gagarin.

Crime data in the UC already has prison data for Gagarin set up, including the marker for the local jail there.
