Issue #34167: Sam Guevenne witnessing a crime will incur a bounty in The Reach

 
If you commit a crime and it's witnessed by Sam Guevenne it will give you a bounty in The Reach no matter which hold's inn he randomly spawns in. In my case, he showed up in the Vilemyr Inn in Ivarstead and saw me stealing something and it added a small bounty to The Reach instead of The Rift.

It's probably because his assigned crime faction is CrimeFactionReach and he's also in the CrimeFactionReach faction list. [screenshot]
