Issue #34168: Wreck of the USS Riptide is a clearable location but cannot be cleared

 
This is because the eastern portion of the barge (where the raider in power armor who has the Boss Location Reference Type) is a Commonwealth wilderness cell rather than having USSRiptideLocation set as its location.
