Issue #34169: Civil war rubble piles clip with plants

 
Looks like outside solitude the civil war rubble piles clip with all sorts of grass and shrubs. Not sure if this can/should be fixed here, but it looks pretty immersion breaking. One example is the fern 010010c9, which is also clipping into the wall. Are these something that an enable parent opposite state flag can be set on?

There are also some shrubs in and around Whiterun and Windhelm that clip with rubble after the war ends. The vanilla game already uses enable parents to disable a few of them after the battles are over. Unfortunately it only works if they're actual references; landscape grass and plants can't be edited. I remember bringing this topic up a long time ago but can't recall what the consensus was in regard to fixing them.

Plants that are clipping rubble or walls can be fixed, but we need more than just one form ID as an example. If there's specific ones you're looking at, we need the IDs in order to address them.

Checked all around solitude, but 010010c9 and 00105ea0 were the only ones I found. There might be more if there's other locations where that rubble appears. I'm fine grabbing the other refs too if someone can tell me other places i should be checking.
