Issue #34186: Armor penetration on melee weapons only works for the player.

 
First off this does not apply to ranged weapons or the "Penetrating" legendary items. From what I can tell (and I'm no expert) armor penetration on melee weapons from object modifications like "Spiked" or "Puncturing" on Knuckles, Boards, etc only have the ap_melee_ArmorPenetrate keyword. This keyword is then linked to the PlayerPerk which only the Player has and modifies the target's Damage Resistance that way.

If this is the case should it be changed to use an enchantment (like piercing receivers or the "Penetrating" effect) so NPC's can benefit from it?
