Issue #34221: OESF004World Civilian Outpost Worldspace Cell 00042C1B Permissions

 
OESF004World "Civilian Outpost" Worldspace Cell 00042C1B has objects with permissions that seem to be all over the place. Some owned by CrimeFactionFreestar, some CrimeFactionUC, some FC_WF_Faction, some of the same exact objects unowned, which I can only attribute to possibly a copy and paste issue as it makes no sense. I'm not the greatest at sorting with CK, so I just use XEdit to find these and CK to change them.
