Issue #34238: DialogueGenericVigilantsOfStendarrInvis issues

 
The Vigilant line "We're quartered in the Hall of the Vigilant. Keeper Carcette heads Skyrim's branch of our order there, providing healing and justice as needed." can be said even after the Hall is destroyed and Carcette is killed. Needs to be conditioned.
The attached script, TIF__000CD612, also needs a "IsMapMarkerVisible" check to make sure it doesn't try to add the map marker multiple times.
