Issue #34255: Revert 14605

 
Vigilant Tyranus is intentionally not added to the Vigilant faction because that has the potential to break the House of Horrors. VigilantOfStendarrFaction is automatically hostile to WerewolfFaction, VampireFaction, and VampirePCFaction, which will make him be permanently hostile to vampire and werewolf players. because he is Essential, this breaks the House of Horrors.
Additionally, USSEP should not be removing him from WINoBodyCleanupFaction - the only vanilla NPCs in this faction are the House of Horrors NPCs, namely himself and Logruf, clearly demonstrating that the faction was used for this quest to ensure corpses in the quest are never cleaned up - which makes sense, because who is going to randomly go inside an abandoned, locked, and cursed house to remove their bodies?

Funny fact: the developer's notes for WINoBodyCleanupFaction say "Do not clean up body / move items to crypt, even if script says to do so." If there was any logic to their setup, somebody would have to go into the house to loot their bodies and then place their inventory in a coffin in the Hall of the Dead. Yet, they don't drag their bodies out at the same time. I'm not saying you're wrong about USSEP making a mistake previously; it's just silly how Bethesda games work sometimes.
