Issue #34286: Curalmil should only spawn if The White Phial is an active quest

Curalmil (0008DB3A) doesn't spawn during The White Phial quest (MS12) if you've already cleared Forsaken Cave once before. He does spawn the first time you visit the dungeon and obviously can't again because he's unique. It seems like the dungeon should be set up so that he's the boss only when MS12 is active. The other draugr boss (001090D8) was the one who came out of the sarcophagus during MS12 , which makes me think that he was intended to only show up when MS12 is not an active quest. The problem may be that 001090D8 is not set as a boss, only Curalmil is.

It's possible that this isn't actually a bug, but it would make a lot more sense given that Nurelion specifically mentions the White Phial resting with Curalmil in Forsaken Cave.
