Issue #34331: Fire cloak freezing water effect fix not carried over from USCCCP

 
It looks like 01002EE9 <Survival_FireCloakFreezingWaterDesc> added in Update.esm was never carried over with the rest of the survival mode fixes. USCCCP still adds the Power Affects Duration flag. I will also open a USCCCP bug in case this is a wild edit, or to coordinate this.

As far as I'm able to tell, the fix for this was copied over at the time Survival fixes were merged with USSEP. What's supposed to be missing?

I believe the "power affects duration" flag should be added here and USCCCP should remove its edit of the record. Not really an issue for me but for the people out there that dont use creation club and dont have USCCCP installed this could cause issues.

I have a bug open for USCCCP to remove their edit of this record after its added here, since they no longer handle bugs for survival mode (since its now considered part of the base game).

I looked more into this and the FireCloakFFSelf (0003AE9E) effect cast from the same spell (flame cloak 0003AE9F) has this flag. I think this would cause the resist freezing effect to not scale correctly with the damage effect. Logically, these effects should overlap which is probably why the duration of it is set to 62 but the damage effect duration is 60 - i.e you should not die of freezing while surrounded in flames.

This would only affect people who use only USSEP and do not have USCCCP installed.
