Issue #34372: Certain starting conditions remove NPC dialogue options.
Scenario:
Starting a test character with no race alteration or character creation (Nord, no changes to appearance). Load order including USSEP 4.3.2 and Alternate Start 4.2.2. (The versions stopped at 4.2.1 in "Component" when submitting this report), with no other installed mods. Skyrim 1.6.1170.0.8. Issue: When using these conditions, dialogue options for Rolf Stone-Fist and Jarl Igmund relating to their favor quests do not appear, preventing a brawl and the pathway for becoming thane of the Reach. Testing: I was able to reproduce this result on three different computers with Skyrim SE installed. The most common start used from the mod was as an inn patron in Markarth, but the bug also appeared when choosing Breezehome ownership and taking a carriage to Markarth. Altering race selection/changing appearance after shifting race seemed to have intermittent success in resolving the bug, but it also appeared on one test with an Orsimer start. I completed one test run with only USSEP installed, and the bug was absent. Identical racial starting conditions were used. Notes: I first became aware of this bug late game during a fully modded playthrough that was established shortly after the 1.6.1170 update. At the time I had no idea what would cause the issue, and left it alone, but this implies the problem has been present for some iterations of version 4. Some starts introduced a secondary bug relating to the Forsworn Conspiracy, where Weylin would spawn from the Warrens entrance, and Margeret would not be present. This results in Weylin stalking to the scene position and going through the kill animation, after which combat starts, Weylin dies, and Margeret spawns. She then thanks the player for saving her life. If this should be a separate report, I apologize, I just don't know how to replicate it consistently. |
The readme explains this. It's not a bug in the mod, it's just a quirk with how radiant quests work that are based on location change events. Everything you describe in your report is tied to one of those. The solution is to leave that area and return. As in go somewhere other than the vicinity of the city you've started in, maybe spend some time there, then come back. Or just ignore the lack of radiants while you're there and play on, picking them up after you've left at some point and come back.
The second part about Weylin and Margaret is not something I can reproduce. That scene plays out properly regardless of where the game is started from since it's not a radiant quest.
You also need to keep in mind that some favor quests have minimum level requirements which you will not be able to meet fresh out of the gate in that city. This is a vanilla thing and will happen with or without LAL in those cases.
tl;dr: What you're reporting is known behavior.
