Issue #34383: TG04: Quest stage log entry text sequence doesn't make sense

After you've reached stage 60 in TG04 and have already shadowed and confronted Gulum Ei, the quest journal text (in stage 40) telling you to shadow him doesn't make sense anymore. (screenshot)

There isn't a specific log entry for stage 60 and possibly should be (assuming it's possible given the quest setup). The log entry used in stage 200 would make a lot more sense if used at stage 60, since by that point the only objective left is to return to Mercer Frey. I'm not sure if it goes beyond the scope of the project to modify any of this by rearranging or adding log entry text. Regardless, what I've described could have definitely have been designed much better by the developers.

It was a bit difficult for me to describe the problem here, so feel free to ask for clarification if I'm not making sense.

Spoiler:
For reference:
Stage 40: "As predicted by Mercer Frey, Gulum-Ei proved to be quite stubborn and refused to reveal any useful information. I have no choice but to shadow him during his daily routine and discover if he's up to anything that could be used as influence to make him divulge the truth."

Stage 200: "Thanks to Gulum-Ei's confession, a former member of the Thieves Guild named Karliah has been identified as its anonymous adversary. Worse still, I've discovered that she was the same Dunmer who murdered Gallus, the Guild's previous Guild Master and who's apparently resurfaced after all these years to do the same to Mercer Frey."
