The only one of these I'd be inclined to change would be the levelled food, if the NPC's need it for their meals. Strictly speaking, I would think that all the stablehands should have the "Ostler" class, as that is what a stable hand is. In Oblivion, classes are (along with faction membership) used to define dialogue for groups. Antoine has access to food via a sack near his bedroll, so that shouldn't be a problem. Atahba has access to several food barrels inside the stable, which is presumably where she gets her food from. So long as she is carrying our her eating packages and is not stealing, there isn't a problem.
Will leave this open for the moment prior to confirmation, but I don't think these are bugs.

Looking through this further, Antoine Branck have a food sack next to his bed on the deck outside the Bravil stables to eat from, while Atahba has access to several food and grain containers inside the Leyawiin stables. So they should both have food to draw from for their eating packages.
