Issue #34564: Badlands Power Station - Permissions

 
Badlands Power Station seems to have a few cheap items marked as owned by Va'ruun, yet everything else is fine. A couple are listed below plus I found a book laying around with generated form, so I'm not sure what packin that's from as it was blown around from battle.

A word of note, I don't use either patch, so I'm not sure of your standpoint or recommendation on it, but on my personal patches I go Partial Form because traversals made them get fairly large in size let alone, they made changes a number of times to those traversals so far.
