Issue #34578: USSEP makes blacksmiths unable to sell Charcoal
USSEP removes the VendorItemTool keyword from Charcoal which causes blacksmiths to be unable to sell it

Are you sure you're looking at the correct type of charcoal? There are two different items in the game with this name. One with EDID "Charcoal" and the other with EDID "Coal01". The Coal01 item is only used for children's toys. (don't ask me to explain, I don't know)
The other one is what any vendor who sells unprocessed ore will potentially have. I loaded a save and went to Whiterun. At the forge outside of Warmaidens, she didn't have any for sale. Went inside, there were 2 pieces in his inventory for sale. So vendors are definitely able to sell it from what I can see with USSEP installed.
Whether they have some at the time you approach them or not is random. So they may not always have it. That's vanilla behavior and isn't a bug.
