Issue #34583: Elixir of Resist Magic replaced with Elixir of Resist Shock in Leveled Lists

 
I have no idea if this is intentional or not, but it explains why the Elixir of Resist Magic is unused.

In Leveled List for Potions of Magic Resistance (LItemPotionResistMagic), Level 30, Level 31, Level 32, and Level 33 each have slots for the Elixir of Resist Shock (ResistShock100) instead of the Elixir of Resist Magic (ResistMagic100). This is why the Elixir of Resist Magic exists in-game but never actually appears.

As a side-effect, this makes Resist Magic potions in general rarer, and Resist Shock potions in general more common, starting at Level 30. While it's possible that this was an intentional decision by the developers, it still results in unevenness for the different Resistance Potions.
