Issue #34584: LItemEnchNecklaceMisc is the only Necklace Enchantments list to not have "All Levels <= PC's Level"

The reason why Necklaces of Waterbreathing (EnchNecklaceWaterbreathing) stop appearing after Level 4, the reason why Necklaces of Poison Resistance (EnchNecklaceResistPoison01) stop appearing after Level 9, the reason why Necklaces of Disease Resistance (EnchNecklaceResistDisease01) stop appearing after Level 14, and the reason why Necklaces of Poison Immunity (EnchNecklaceResistPoison02) stop appearing after Level 19, is that the leveled list that governs their appearance is strictly leveled to the player character. This is the LItemEnchNecklaceMisc list.

Every Necklace Enchantment list (all of them found in LItemEnchNecklaceAll) EXCEPT for LItemEnchNecklaceMisc has "calculate from all levels <= PC's level" enabled in the Creation Kit, which allows the lower-level varieties of the various Enchanted Necklaces to appear in loot and at vendors regardless of how high your level gets. Since LItemEnchNecklaceMisc does not have this enabled, Waterbreathing Necklaces and Poison Resistance Necklaces simply disappear at level 5 and level 20 respectively.

The simple fix is to switch "calculate from all levels <= PC's level" on for the LItemEnchNecklaceMisc leveled list... or, alternatively, to switch it off for all the other Enchanted Necklace lists; that would result in evenness, at least.
