Issue #34690: Some Magic Effects fixes

 
Some edits on Magic Effects were not possible on regular CS, OBME was needed, but now thoses changes can be made directly in TES4Edit, without the need of OBME or external dependencies to fix those issues

Feather (FTHR) has Dispel set as a counter effect, which should not be there since it's a beneficial magic effect

Disintegrate Armor/Weapon (DIAR and DIWE) suffer from an engine bug, the full magnitude will always be applied instantly and will completly ignore the duration of the spell, but the magic effect lacks the "No Duration" flag, which mean the player can create a Disintegrate spell with a duration, which is useless

Frost Damage (FRDG) is using regular destruction magic sounds instead of using the uniques sounds made for Frost damage (Fire and Shock damage correctly uses their uniques sounds) (can be changed in the CS directly)

Absorb Magicka (ABSP) is the only Absorb effect that use the restauration effect .nif file, all the others use the destruction one (can be changed in the CS directly)

Damage Magicka (DGSP) is not available for Spell Making, but it can be bought and all the other Damage effects are available for Spell Making (it's also the only effect available for Enchanting but not for Spell Making) (can be changed in the CS directly)
