Issue #34751: Sarah Morgan's scene with Zoe Kaminski

 
Never runs. Instead as she follows the player into the lobby, she says, "Even in the Well, the Trade Authority continues to flourish. Makes you sick, doesn't it?"

COM_Convo_SarahMorgan_Trigger_NA03_Ref [00011BE1] is properly in the entire room and should be triggered by player?

Another hint is that this is a DefaultSendStoryEventTrigger. Those that work better are Settlement_Convo_SendStoryEventTrigger.
