Issue #35011: floating power lift button 001F7A77 in POISC10

 
Reporting this for Marvesly, who found a floating power lift button with Ref ID 001F7A77 under the overpass in POISC10 - 0000E190.

It should be disabled.

I should have mentioned in the original post - this is a ACTI, so isn't precombined (it was originally reported on the PRP discord channel.
