Issue #35059: Settlers in certain settlements lack bed assignments

 
Certain settlements that already have an existing population seem to lack proper bed assignments. I noticed the issue first in Oberland Station (that starts with two settler and two beds), because when I came back I noticed a settler had assigned herself to the bed I hade made for myself. I wasn't sure at the time if she had decided to change beds or started as unassigned. However, when I unlocked Country Crossing and Tenpines Bluff, I checked immediately. In Tenpines Bluff the only assigned bed was the spare mattress in the derelict structure, not the main house for the settlers. In County Crossing, I think both beds were unassigned, but could have been just one.

Just unlocked Nordhagen Beach in my playthrough. The adult male settler with ID 9B1B6 lacks a bed assignment. The mattress on left side, just in front of the entrance to their hut, with id 1552E3, is unassigned. The woman and the child are assigned to the other beds (one bed and another mattress).
