Issue #35092: Wolf Ribs have several errors

 
DLC03_SteakWolf is affected by a couple of bugs:

1. The accuracy bonus doesn't work properly, as it's just an aim stability bonus perk that relies on an actor value that isn't actually raised by Wolf Ribs;
2. The night vision bonus isn't actually restricted to exteriors, so the text is incorrect.
