Issue #35181: Kreet Research Lab - Empty On NG+

 
Am I missing something with lore, or is it a bug that Kreet Research Lab doesn't populate on NG+? I see there was a report about NPC cleanup back in 2023 by one of you guys, but no mention of it not populating on NG+. Location 00028A08 has no flags, such as never reset, etc.
