Issue #35182: mehrunesdagonaltar01.nif fixes

 
Fixes incorrect "has vertex colors" on a few shards that caused some of them to render solid black, fixes a few misc bsx flags, adds empty BSEffectShader records to three invisible markers missing them that would otherwise cause a CTD when used with mods like Simplicity of Snow.
