Issue #35222: Khajiit Highwayman on the bridge SE of the Imperial City is impervious to damage

 
On the bridge southeast of the Imperial City, there is the Khajiit Highwayman who will accost you and demand gold. He cannot be damaged by weapons. Not even by the nearby Imperial Legion patrol if you get them involved.

Apparently he can only be damaged by spells.

Confirmed both in my own game and on the Steam Forums as of April 22nd.

Have run into this same issue with the first bandit just inside Vilverin. Same thing. Impervious to weapon damage. Had to kill him with fire.
