Issue #35541: Calcelmo's "Eat with Faleen" packages never activate

 
After the player completes stage 70 of quest t02 (The Book of Love), Calcelmo and Faleen should take their meals (breakfast and dinner) together. Both have AI packages in the base game for this.

Faleen's packages are applied and effective all the time, unconditionally, which explains why she takes meal breaks, but Calcelmo's packages are never attached to the character, so he doesn't turn up.

I suggest attaching the packages to CourtWizard subject to t02:70 being completed. Possibly it might also be advisable to verify that Calcelmo is still alive (we don't want Aicantar inheriting his romance if he dies), but I don't know if that would be an issue.

Correction: the packages *are* attached to Calcelmo (the actor), but they're overridden by the package "MarkarthCastleWizardVendor0x24Package", which ties him in place, because that package is assigned by the quest "DialogueMarkarth" and therefore takes priority.

The fix is still to attach the packages to the CourtWizard alias in the DialogueMarkarth quest, and give them priority over the vendor package.

There was a bit more to it than just setting up Calcemo's packages. Neither his nor Faleen's packages were correctly set up to only trigger after T02 stage 70 is done, and they weren't specifically conditioned to only work for them since they're both in replaceable aliases.

It looks like something that was 3/4 finished and just needed to be pushed over the line.
